It can be historically explained, though:

First, there were two cities, Lehe and Geestemuende (and some other
villages, but they needn't concern us here). They later became
Wesermuende (1924). These were Prussian cities, in Hanover province.

There was also a place called Bremerhaven. It was a small city +
harbour, and it was part of the Free city of Bremen (so not part of
Prussia).

Bremerhaven got a fair deal of autonomy from Bremen then, but still
remained within the Free city.

Now there were plans to merge Wesermuende and Bremerhaven into one
city. Bremen wanted to retain (a part of?) the old Bremerhaven
harbour section, though. So this was returned to Bremen in 1938. It
retained the name "Bremerhaven" (this is the "Stadtbremisches
Überseehafengebiet Bremerhaven"). The remainder of Bremerhaven, the
city part (nowadays also called Old Bremerhaven), became part of
Wesermuende in 1939.

So at the time of the map (1942), There was only Wesermuende
(Prussia) and the Stadtbremisches Überseehafengebiet Bremerhaven
(Bremen), or in a shorter form (you couldn't confound it with
anything else then) just Bremerhaven. This is what we see on the map.
Note also the "Landesgrenzen" and "Stadtgrenze" on the map.

Our confusion comes from the fact that in 1947 Wesermuende was
renamed Bremerhaven.
