Shall we base our continent categories on the technical
considerations of telecom boards. The Cyprus example isn't even
clearcut even if we accept that base, since it's a divided country
with two separate country codes.

Cyprus (Greek) : +357
Northern Cyprus (Turkish): +90, same as Turkey
