I was at San Diego/Tijuana late 1995 and the fence extended into the sea
then. It is chainlink in places and steel panels in others. No problem
walking across fomr the US, and none for me ocming back to the US. The
guards let me through without even wanting to see a passport, but they were
very busy holding back a large tide of Mexicans.
