No, I have not reached to ask more about this. All I know is what Mr. Audrius Lazauskas told me. In fact visitors from Latvia and Lithuania are entitled to not only enter the by part of the platform, but also the area all the way until the trafic signs you may find on picture 6 (in the middle in the upper line). (I did not dare to check what it stands on the signs.) Although there are no printed information on the spot, but I know that both in Latvia and Lithuania the border zone is clearly marked on all main highways, at about 3 - 5 km distances from the international border to the highway.
So the "neutrality" only applies to any visitor from any country the right to visit the monument without any passport or visa.
Concering the trilateral agreement I will ask next time I will contact the Border Guard Service! Thank you for your question!
