I was at the mouth of the Rio Grande in March 1996, by driving south along
the beach from Boca Chica, Texas, and there were no fortifications or
signs of guards. There was a guy standing waist-deep near the middle of
the river, fishing, and it did not look as if there would be a problem
swimming across. Of course, in south Texas, the international border is
fairly leaky and there is a tighter enforcement about a hundred miles
north...
