At the San Diego/Tijuana border, the thick metal fence
actually extends maybe 20 feet into the sea. Unless
there is an underground fence extending further,
yes... you could actually swim from one country to the
next. I'm sure if you went from Mexico the U.S.
Border Patrol would be waiting for you though when you
touched down on American soil wondering what you were
trying to hide! :)
