You know, we could get some Azeri and Armenian stamps, put them on
envelopes, address the envelopes to ourselves, and then send them
inside envelopes we'd send to the postmasters of the post offices in
each town in each enclave, with letters enclosed asking that they send
the letters back postmarked appropriately. If they came back alright,
we'd know the place is functioning. If they come back postage due,
we'd know the stamps of the country we thought the exclave belonged to
isn't in control. If we sent the letters to there by registered mail
with return receipts requested, even the postmarked receipts would
tell us something.

Anyone here in any country with branch of an Armenian or Azeri bank??
Maybe they can tell you if they have branch offices in any of the
doubted 'claves.
