My view is that the political, geographical and cultural boundaries of
Scandinavia pretty much coincide, so it isn't inappropriate to include
Iceland (or the Faroes for that matter). Clearly you can't include New
Zealand in the British Isles (;-)), but at the political and cultural
level, the Commonwealth would be the equivalent of the Nordic Council.
