Yes, just as much as Estonia and Bulgaria are. The national currency is pegged to euro.

It is only missing on the map because it is not an Euro country yet

OK. Strange no Asian area is using the euro. Regarding Lithuania I only had the map in mind. (Lithuania is missing.)
