The text to the first picture is: 'Here starts the
German-Soviet-Lithuanian demarcation line.'

The web page is about the Soviet attack on Poland, following the
Molotow/Ribbentrop pact. So it might be that this point is the northern
starting point of the line dividing Poland in 1939, where it reaches
the former Polish-Lithuanian border. But it doesn't become very clear
on this site.
