It so happens that yesterday I drove along this road. People still
drive like mad here, so that problem of fining speeders probably
still existed.

Existed, because I too read that the treaty reg. the transfer has
been signed. Acc. to the local newspaper De Limburger that has
happened today. Maybe I visited the stretch of road just in time...

BTW, the article: http://www.limburger.nl/Artikel/0,4317,31-1-2-2502-

"(...)It will be connected with Germany before the end of the year.
The first connection, in the form of a roundabout, will come between
the German villages of Höngen and Saeffelen. More connections will
follow in the years to come.(...)"

Acc. to that same Limburger article, the road was built before the
transfer of the West Selfkant in 1963, and was connected to two other
roads, back then in the Netherlands, but nowadays in Germany. The
roads Landesstraße 228 and Bundesstraße 56 are mentioned. These
connections were removed after 1963. Apparently they are going to be
restored now.

"(...)Another newspaper report says that the transfer involved
changing the border treaty between the Netherlands and Germany. As
such, it required the consent of both houses of Dutch Parliament as
well as of the German Bundestag. (...)"

A change in the border treaty maybe, but not in the border. The road
was and is on German soil (after 1963, that is). This is clearly
marked on the road: entering Germany, a sign tells you that you are
entering the "Bondsrepubliek Duitsland"; leaving Germany, another
sign informs you about entering the "Niederlande".

"(...) (Here, the road is referred to as _Rijksweg 774_. Does anybody
know if this is an error or just another designation of the N274?)
(...)"

No, I don't know. It might be a typo. But the old designations of the
Rijkswegenplan definitely do differ from the signposted designations
that are made up of N+digits. So it might even be true.
