Please remember that the USA has never parceled out its EEZ among the several
states, much less the territories. Beyond the 3nm line (or the three-league
line of Texas and the Gulf coast of Florida), everything is federal. One could
argue that Puerto Rico and the US Virgins, as unincorporated territories, are
subject to at least the theoretical possibility of eventual independence. That
possibility is remote, however, so it can be dealt with only when and if
necessary.
