i do agree with your implied analysis
of the question behind the extra credit question
that
when this treaty was written
& perhaps even now
the probability of some legal fork in the road coming between bvi & anguilla
seemed & seems greater than between usvi & pr
at least to those responsible for the treaty & perhaps yourself
