Yes, he is William S. "Sandy" Schenck. Learn about him and see his picture at
http://www.udel.edu/dgs/DGS/Staff/wss.html . He's a hard-rock geologist, not a
political geographer or surveyor, but he's apparently the State of Delaware's
go-to guy on its boundaries.
