I&#39;m new to this group, so please forgive my efforts to come up to <br/>
speed. I&#39;ve been interested in enclaves for the last ten years, ever <br/>
since spending a *lot* of time driving around southern France looking <br/>
for Llivia - the French really aren&#39;t keen to signpost it, are they?<br/>
So: I stumbled across this rather fine eGroup while doing some <br/>
research for an article about enclaves I&#39;m preparing for a travel <br/>
magazine - if only I&#39;d known you guys were out here!<br/>
I&#39;ve worked my way through the archives, and I think I have a handle <br/>
on &quot;fragments&quot; as opposed to true enclaves, but I&#39;m still slightly <br/>
bemused about &quot;virtual&quot; enclaves - ownership v. sovereignty - <br/>
especially when applied to the various bits and pieces that make up <br/>
the Vatican City State. Is the idea here that the Vatican _owns <br/>
property_ in Italy, but these areas still pay Italian taxes and are <br/>
subject to Italian law? Somehow I just can&#39;t see the Pope paying <br/>
property tax on Castel Gandolfo ...<br/>
I&#39;m also interested to know what goes in the Madhi enclave - what sort <br/>
of place is Madhi? It shows up on my maps as either a town in the UAE, <br/>
or an empty Omani enclave.<br/>
