My understanding is that the only US officials allowed to cross are International Boundary Commission staff on the US-CA and International Water and Boundary Commission staff on the US-Mex. You're right though about conditions right now--even the pedestrian lines to get back into the US are taking nearly two hours in some locations (eg Tijuana).

As I understood the situation from my experience at the NOSU and LT borders, they can pass the boundary with a few meters only, enough to do maintainance etc. But if the officials of the hosting country are present they are allowed to follow them further if necessary.
I can imagine the situation at the USA borders. It is probably like the NOSU border before Glasnost or at the Korean borders now 8:|
