As I
understood the situation from my experience at the NOSU and LT borders, they can
pass the boundary with a few meters only, enough to do maintainance etc. But if
the officials of the hosting country are present they are allowed to
follow them further if necessary.
I can
imagine the situation at the USA borders. It is probably like the NOSU
border before Glasnost or at the Korean borders now 8:|
