They should copy the Ukranians:
1) at the actual border, a guard will give you (or
a group) a handwritten piece of paper showing your number.
2) Passport and immigration paper
control
3) Customs
4) You hand the handwritten paper to a guard
5) Further along the road there is another road
check, our taxi driver just greeted the guard and drove through.
