Rysy actually has two summits - one of 2503.0m, which is entirely 
within Slovakia, and one of 2499.6m, which lies exactly on the border 
and is the highest point in Poland. If the concrete pillar in the 
picture is on the Polish Top, it should be marked "P+S" on the top, 
which unfortunately we can't see.
The border post is a few metres lower than the summit, and is the 
only official border crossing in the Tatras. If you cross in bad 
weather and the guards aren't there, then you are in serious trouble 
if you're found without a stamp in your passport on the way back.
America's Roof is actually pretty hopeless with regard to country 
highest points, by the way - but not as bad as the CIA "Fact"Book.
