I guess I worded it wrong. I very well realize that the Republic of
Kazakhstan is the sovereign in the town and cosmodrome of Baikonur,
Kazakhstan. I was just wondering if anyone knew about the Russian
level and grounds of control, territory's borders, etc. I've heare
dthat the town has a Russian mayor and administration along with
local Russian utilities, that there's some sort of RUKZ agreement.
Maybe someone knows if there is a lease agreement, what it is

As for sovereignty, if the terms of the lease are such that leasor
loses its ability to exercise control over the leased territory, then
such sovereignty is, I say, pretty meaningless, and if the leasee
exercises the actual sovereignty over the lease, then you migh as
darn well call HIM the sovereign. (Imagine that you're leasing some
land and the leasor has no power to end the lease unilaterally. You
might as well call yourself the owner. Now, if the term of the lease,
or the right of transfer to third parties is limited, that still
doesn't effect anything else. the leasee still prctices sovereignty
during the term of the lease. ( this is like one of those 99 or
whatever-nine year leases of city or state land, instead of sale).
And sometimes termed leases are then oficially transfered to the
leasee.

Meanwhile, on LTRU, the Russians have promised to begin the
ratification process on Dec. 19.
