I found a webpage where Baikonur is called a &quot;Russian enclave&quot;. It <br/>
also mentions that &quot;it has been regulated simultaneously for the past <br/>
few years by Russian and Kazakh authorities&quot; (whatever THAT means...)<br/>

My guess is that Russia and Kazakhstan intentionally did not digress <br/>
too far into the sovereignty issue when they signed their pact. But <br/>
it seems to be a somewhat similar situation as the Czech harbor in <br/>
Hamburg.<br/>
