it is very strange
i agree
yet negotiated & adjudicated boundaries probably depart from
the theoretical norms more often than not
when various other considerations are factored into the equation
as they almost always must be in practice

like maybe finland got this concession from the soviets in
exchange for conceding the territory of the island itself
if it was ever in question
&or as compensation for claiming such modest territorial waters
on both coasts it shared with its otherwise dominant neighbor
etc
