Russia has forgotten it&#39;s territory on the border with Estonia<br/>

Moscow, October 19 (1998)<br/>

Russia doesn&#39;t show any interest in the problems of the inhabitants <br/>
of the territory, the claims to which have been withdrawn by Estonia <br/>
in 1993, the Russian newspaper &quot;Segodnja&quot; writes this Monday.<br/>
Estonia, which between 1991 and 1993 claimed the land of the former <br/>
Peèora district which was taken from it in 1940, has withdrawn its <br/>
claim in order not to spoil the relations with Russia. While <br/>
recalling this fact, the newspaper notes that &quot;Russia also, <br/>
obviously, is not interested in this backwater close to the border&quot;.<br/>
&quot;Segodnja&quot; writes about life in the Russian border village Dubki – <br/>
a &quot;mini-Kaliningrad&quot;, cut off from Russia by Pskov lake, and mentions <br/>
that Russian presence is only noticed by the holding up of the <br/>
payment of the 300 ruble pensions, while on Estonian territory the <br/>
pensioners get 1200 crown (+/- 1500 ruble) without delay.<br/>
The inhabitants of Dubki pay Estonia for their electricity, because <br/>
it&#39;s from there that the power line leads which supplies the village <br/>
with electricity, and the shops where the Russians do their shopping <br/>
are also on their neighbours&#39; soil.<br/>
The newspaper writes that many people in Dubki, and also on the <br/>
Russian border island of Kolpino, are getting Estonian passports, <br/>
because their lives depend heavily on the goods, services, and energy <br/>
supply lines from Estonia. Native inhabitants of the territories <br/>
which were part of the Estonian republic before 1940 can <br/>
automatically obtain Estonian citizenship, according to Estonian law.<br/>
