Russia has forgotten it's territory on the border with Estonia

Moscow, October 19 (1998)

Russia doesn't show any interest in the problems of the inhabitants
of the territory, the claims to which have been withdrawn by Estonia
in 1993, the Russian newspaper "Segodnja" writes this Monday.
Estonia, which between 1991 and 1993 claimed the land of the former
Peèora district which was taken from it in 1940, has withdrawn its
claim in order not to spoil the relations with Russia. While
recalling this fact, the newspaper notes that "Russia also,
obviously, is not interested in this backwater close to the border".
"Segodnja" writes about life in the Russian border village Dubki –
a "mini-Kaliningrad", cut off from Russia by Pskov lake, and mentions
that Russian presence is only noticed by the holding up of the
payment of the 300 ruble pensions, while on Estonian territory the
pensioners get 1200 crown (+/- 1500 ruble) without delay.
The inhabitants of Dubki pay Estonia for their electricity, because
it's from there that the power line leads which supplies the village
with electricity, and the shops where the Russians do their shopping
are also on their neighbours' soil.
The newspaper writes that many people in Dubki, and also on the
Russian border island of Kolpino, are getting Estonian passports,
because their lives depend heavily on the goods, services, and energy
supply lines from Estonia. Native inhabitants of the territories
which were part of the Estonian republic before 1940 can
automatically obtain Estonian citizenship, according to Estonian law.
