What's the reasoning behind this? And can you be exempted from this
rule?
Imaging having Swedish (or whatever) friend over for a couple of days
and the two of you are going off to visit some far-away place with
his car. Whereas you don't own a car, you do have a driving licence.
This place not being close, you'd want to take turns driving the car.
Whenever you'd be driving, you'd actually be violating the law?
