Freedom of movement does not necessarily mean Schengen, as freedom of
movement can involve immigration controls, just as there are between the
UK and France. Schengen is something above and beyond EU member states'
obligations to allow free movement of EU citizens between member states.
Spain operates the border in such a way as to deliberately create a
permanent queue of 30 minutes during the day. They do this by not
operating a green and red channel for customs, contrary to their EU
obligations, and stopping and searching vehicles without allowing the
vehicles behind to continue. Spain is already in trouble, but the EU
does nothing about it.

In any case, for completely unhindered passage across the
Gibraltar-Spain border without any controls whatsoever, not only would
Gibraltar need to join Schengen, but it would also need to join the
fiscal area of the EC (customs union). I very much doubt that the UK
will join Schengen for at least 10 years, but Gibraltar may join sooner.
Even if Gibraltar becomes part of the UK, which is advocated by some
Gibraltarians, they would probably stay outside the customs union, just
like French DOMs and the Canary Islands etc.

Hmm. EU yes, but not Schengen, as the UK isn't either. But once the
UK enters Schengen, Spain is in trouble :).
