Yes, I've been working on some major projects that have my 6am-1am attention. I should be freed up a bit to participate more in the next two months.

Here's the translation of the longer page from the Finnish border law:

"Border Control on the Eastern Border

The Lapland border guard brigade is responsible for watching over the border with Russia in Lapland province. Technical control devices are used to assist in guarding and patrolling the border. Patrol officers get around on foot and skis, as well as on all-terrain vehicles and snowmobiles to enhance their speed. Border guarding is also carried out from the air by air fleet patrols.

The border patrol watches over the frontier zone, including overland (terrain), road, and water traffic, including fishing and hunting. Border police dogs are used to trace footprints. The purpose of all these functions is to preserve stability on the eastern border.

The guarding of the eastern border is carried out from border patrol stations, which in Lapland are the Onkamo, Kelloselkä, Karhutunturi, Ainijärvi, Raja-Jooseppi and Virtaniemi stations. Theses stations are management from the Salla and Ivalo area administrative regions. In total, there are some 340 men and women working on the eastern border.

Regular communication is kept with the Russian border authorities. There is a border agreement between Finland and Russia, which allows authorities to attend to border matters. In the Lapland area, the border patrol commanders are authorized to deal with border issues.


Border Maintenance/Care

Finland has signed bilateral treaties with Russia, Norway and Sweden, which specify the obligations regarding the care of the border and borderline inspections [referring to inspecting border conditions] for both parties. The border station staff members are primarily responsible for repairs/maintenance to the border.

Every July, the international border is inspected. In Lapland, the 375-km long Russia-Finland border is divided into six parts. Both parties (Finland and Russia) put border guards together on each side of the border vista.

The purpose of the inspections is to verify, among other things, that the location, appearance, measurement, and painting of the border markers (e.g. pillars and piles of stones) are still in good order. The condition of the border vista/clearing is also checked. The Border Regulation Treaty sets the terms of care of the Finland-Russia border.


The Russian Frontier Zone

In order to keep and improve peace, general order, and safety on the eastern border, a frontier zone was established in 1947.

Anyone over 15 years of age, must have a permit to wander about in [be in] the frontier zone. Permission to move around and to stay in the frontier zone can be requested at border patrol stations. Grounds for approval include rights of property ownership and work in the frontier zone.

Permission to be and to stay in the frontier zone is give by border patrol commanding officers. To get permission, the applicant must present an acceptable reason and verifiable proof. Permits are issued for specific lengths of time.

The frontier zone is generally three kilometers wide on land and four kilometers wide on water. The frontier zone is marked on land with yellow signs, yellow rings painted on trees, or plastic ribbons attached to trees".
