Hi Doug and others,
I speak Finnish, so I'll take a stab at translating the information on the sites Peter S. forwarded. Here's the short paragraph from the first picture--the one with the snowmobiles:

"The Lapland border guard brigade guards and watches over the state boundaries throughout all of Lapland province. Their job is to keep stable and peaceful conditions on the border and to prevent unlawful border crossings. Their primary concern is the border with Russia. In addition to their police responsibilities, the border brigade takes care of keeping general order and safety in the border area, as well as any necessary customs duties."

As my Finnish is beginning to get a little rusty, I'll work on the longer page and forward it to you all. It is quite interesting material.
