The only place I could think of would be Vatican City State, which is one <br/>
municipality. I bet Singapore has some kind of borroughs or something like <br/>
that.<br/>
Even Monaco consists of (I think) three municipalities: Monaco-Ville, Monte <br/>
Carlo, La Condamine.<br/>
