i think that by normal international maritime law & standard median
practice the croatian seas shut in the bosnian seas exactly like the
bruneian seas shut it the malaysian seas

there is an agreement by which bosnia can access the sea but that is
a different matter

& maps do commonly ignore maritime boundaries

but clearly there is a big difference between an actually agreed
boundary like bosnia croatia & one that is merely in the default or
presumptive condition like brunei malaysia
