21. Special Economic Zone to Decide on Border With Mainland

[CND, 03/14/02] The central government has asked the Shenzhen
municipal government to decide the fate of its border that separates
the special economic zone (SEZ) from the rest of the mainland, the
Hong Kong Mail reported on Thursday, quoting Guangzhou Daily.
This was the response given by the Ministry of Public Security to a
proposal by lawmakers from Guangdong to the National People's
Congress to remove the border, according to the Guangzhou Daily.
The border for SEZs, also called second border, was established in
1979 when the SEZs were created to serve as a "buffer zone" between the
mainland and Hong Kong.
Even though many local lawmakers advocate for the removal, the local
government, property developers and investors believe that the
removal of the border control would devaluate the land and properties.
Shenzhen police, who collect a 50-yuan fee for each entry,
have not been supportive of the suggestion. (Dong LIU)
