"The search for the point where the state boundaries of Russia, the
People's Democratic Republic of Korea, and China meet, is delayed.
The four rounds of tripartite talks, held in 1993-1996, haven't lead
to a result. The special aspect of the problem is that we're not
dealing with an ordinary tripoint here, since the Russian-Korean and
Korean-Chinese boundaries in the Tumannaja river are based on
different principles: the first one runs through the middle of the
river and has the shape of a line, but the second one (and this is
unique in the world) runs the whole width of the river and therefore
has the shape of a band. It is also not easy to establish the centre
line of the river (on this line the tripoint should be situated),
because the river changes its width depending on the season and the
weather. In this respect it is necessary that in the tripartite talks
is established a single understanding that the width of the river is
that which is in accordance with the situation of the river during
one period of measurement, i.e. during mean stable water levels. This
is a widely accepted international rule of defining state boundaries
in a river that is not suitable for navigation. This means that even
when the water level is low, the tripoint (or - and this is the same
point - the starting point of the Russian-Korean boundary) should be
located on the water surface of the river, and never on dry land. It
turned out that it is still difficult to come to such a unanimous
understanding."

Does this mean that the Tumannaja/Tumangan river forms a cnkp
condominium? Of course, not knowing the documents, I can only guess.
