Maybe my map is too old, I looked at a more recent one (but it's tiny), and there Kaliningrad goes with the other Baltics.

Jesper,
Lithuania and Russia's Kaliningrad area are in the same Finno-Baltic timezone.
But, Lithuania (and maybe Latvia and Estonia, too?) has no summertime. During summer, the Lithuania shares West-European time, but during winter there is one hour difference.
