Neum, Bosnia, that would make Dubrovnik NOT a detached piece Croatia <br/>
on the Adriatic coast?<br/>

The seacoast at Neum was allowed to Bosnia to give it access to the <br/>
sea - and I&#39;m wondering if its territorial waters give it access to <br/>
open seas without its vessels having to navigate through &quot;foreign&quot; <br/>
waters.<br/>
