hm, in 1276 neither France nor Spain was a unitary state!

Andorra's heads of state are the bishop of Urgel (in Spain) and the
count of Foix. The county reverted to the French crown* and now the
part of the count is played by the President of the French Republic.

*In 1572 the countess of Foix died leaving a son, Henri de Bourbon, who
in 1589 succeeded also to the throne of France. Hm, unless one of the
kings altered the succession of Foix, the senior claimant would seem to
be the duke of Parma or one of his cousins. It would be interesting to
see him or her press a claim in Andorra.
