The book I’ve mentioned in my previous message explains that, after a
trial at the Montpellier’s court ( France ) between the municipalities
of Llívia, Angostrina, Ur, Vilanova de les Escaldes and Odelló, ( only
several of the 11 municipalities who seemed to have rights over Baix
Carlit) , there was a auction. The municipalities of Llívia, Ur,
Villeneuve and Odeillo took part on it and they became owners of this
zone. In december, 30, 1900 the partition of Baix Carlit was
notarially formalized, and Llívia received part ( 1.000 ha ) of these
terrains.

In 1903, the french goverment wanted to build a big dam at the lake of
Bouillouses. An agreement with Llívia was made, and they exchange some
terrains: Llívia give up 66ha. and received 200ha. ( less productive
fields ) near the Bouillouses lake, so Llívia prevented an
expropiation.

The french soveregnty over this zone is not discussed, so it isn’t an
enclave. All the trials concerning these forests were sentenced by
french courts. Actually, if any Llivia’s inhabitant wants to fish at
the lakes of this zone, has to hold a permission draw up by the town
council, but the french fishing administrative license is needed,
too.
