I probably did not follow the Bremen topic all from the beginning, but as far as I know the city of Bremerhaven is an exclave of the state of Bremen, totally surrounded by the state of Niedersachsen. The state of Bremen is therefor consisting from the city of Bremen and the city of Bremerhaven.

topographic maps online and though there is a
territory connected by a thin salient, I have not
found a completely detached territory.  However, if we
are looking for an enclave of an enclave, we can look
at Kloster Grimmenstein, which is an enclave of
Appenzell InnerRhoden in Appenzell AusserRhoden near
the fragments of Oberegg.
