My choice is generally onsidering the biggest
territory by size to be the mainland and the smaller
territory, whatever their importance may be. However,
whether you go by size or importance, it can create an
interesting dilemmas. For example, a place that can
be an enclave in one level may turn out to be the
mainland if it holds the capital or be the bigger
territory in a lower level. I say, to each his own.
An interesting similar case, having to do with islands
but not enclaves, was the one-time Mayotte capital of
Dzaoudzi. Dzaoudzi was not on the island of Mayotte
and not even on the tiny island of Pamandzi, but on a
small rock next to that tiny island. The whole of the
rock was part of the town.
By the way, I have not been able to find an enclave of
Bremerhaven. I looked both at Mapquest and German
topographic maps online and though there is a
territory connected by a thin salient, I have not
found a completely detached territory. However, if we
are looking for an enclave of an enclave, we can look
at Kloster Grimmenstein, which is an enclave of
Appenzell InnerRhoden in Appenzell AusserRhoden near
the fragments of Oberegg.
