Speaking of Murder on a Border...

Some of you in the USA may be aware that
a little piece of land connected to New Jersey
extends out into the Delaware River
into the territory the state of Delaware.
Many years ago the US Army Corps of Engineers
kept dumping dirt out in the river
until it built up past the border.
I don't think this was their intention;
they just needed to dump a lot of dirt.
This little tip of land is now part
of the Supawna Meadows National Wildlife Refuge,
formerly the Killcohook N. W. R.

N 39º 25' 30' W 075º 26' 30

I recall reading that many years ago someone
murdered another fellow and dumped the body
out across the border on the Delaware side.
(The body wasn't right on the border
as hypothesized by the thread here.)
The body was found (by a hunter?)
and the New Jersey State Police stood guard
at the border untilthe Delaware State Police
could come up by Philadelphia, across the bridge
and down to the land to investigate.

Does anyone know more about:
the history of how the Army came to build the land,
where did all the dirt come from,
was there such a murder,
were the murderer and victim from NJ,
where did the crime occur,
and what came of it ?????
