Yes, the 1995 proces verbal between Belgium and the Netherlands
clearly delimited 22 Belgian enclaves (2 of which connected with each
other at a single trigonometrical reference point), 7 Dutch
counter-enclaves (to use Brendan Whyte's clear terminology) and one
Dutch enclave within belgium proper.
