The Universal Postal Union has the official addressing standards of all nations
on the web in English. You will find postal addressing standards for Armenia at
http://www.upu.int/post_code/en/countries/ARM.pdf
and for Azerbaijan at
http://www.upu.int/post_code/en/countries/AZE.pdf .
These are relatively small PDF files.

You can ask questions in English directly to the Armenian postal service at
info@... . Perhaps they could tell you whether they or the Azeris serve
a particular town.
