Somehow I doubt the post office would be unable to
deliver mail to the proper places even with "Republic
of Palau." CIA and State give the mailing address of
the US Embassy to Palau (also same ambassador as
Philippines) as "P. O. Box 6028, Republic of Palau
96940" Also there are several other instances (a
resort and Bureau of Public Health) where "Republic of
Palau" is used in the address. "Unacceptable?" -
sounds like an empty threat from the good ol' USPS, as
I think they would accept this mail for the purposes
of delivery.
