Again, as is the case of the border of Ukraine, the border between Finland and the Soviet Union has moved several times between 1917 and 1945. To me, the picture is most likely of the Soviet army setting up a sign on the border marker. It's hard to say when the picture was taken, but I guess the 40-ies or the 50-ies. Notice that the soldiers are evenly spread around the bordermarker. That to me means that they don't care, can allow themselves to be violating the Finnish border, and thus perhaps feel victorious.The gesture alone, shooting in the air, is a sign of victory. Perhaps you have some additional information that might come useful.
