What it says is "FNNLYANDNYA" in Cyrillic lettering.
 
There is something very melodramatic about the photo.  It looks like an event staged for the camera.  The soldier with the sign seems to be pretending to tack it to the boundary post, and with a ball-peen hammer!

Ahh, I was fooled by the cyrillic letters. It was trying to think of something more internal USSR-ish.
 
But was doesn't it say Suomi then?

The second link looks like a bunch of soldiers duck hunting on the boundary between the Soviet Union and Finland.  :-)
