Peter,
Perhaps the breakwater is newer than the map and your photo. Clearly, the map
was made since the reunification of Germany, but the breakwater could be even
newer. It is in a position to protect the small harbor, and you can see in the
photo how shallow the water is. Since the German map shows the island in
Poland, any breakwater would cross the boundary and might have a monument on it!
