are merely statistical units rather than administrative divisions (although <br/>
there are certain government agencies for each of them). Since the advent <br/>
of devolution in Scotland and Wales, there is some talk of creating <br/>
regional governments based on these, but nothing has happened yet.<br/>

The regions (plus Scotland, Wales and Northern Ireland) are listed as the <br/>
primary sub-divisions in ISO 3166-3, but this is completely meaningless in <br/>
my opinion.<br/>
