British local government is a 2-3 tier system.

 

A county e.g. Essex will be divided up into districts Epping Forest, Brentwood , Castle point etc which in turn CAN be divided if wanted, into small town/parish council for very minor local functions. The County will provide the larger services such as libraries, education and the districts services such as refused collection, planning, sports centres etc

Ah yes I saw this map a few days ago when I was on the
site.  There is also a map showing the counties and
regions, as well as one of London .
