The CY district of Famagusta/Ammochostos is very effecient and here is their
reply to the issue:

Yes, part of the Sovereign British Areas is located within the Ammochostos
District. The British Areas are sovereign and they function by their own
laws. However, according to the Powers and Duties (Officers of the Republic
of Cyprus) Ordinance (Variations to Schedule) Order 2003 of the SBA, some
powers are relinquished by the SBA to the District Officer and to other
Officials of the Republic of Cyprus. These powers are specified by the above
law and they involve mostly administrative matters. Other than the military
bases themselves, the SBA extend to communities and municipalities as well.
The free areas of the Ammochostos district consists of 6 Community Councils
and 3 Municipalities. Three of the Community Councils (Akhna, Acheritou and
Augorou) and one Municipality (Derynia) have areas within the SBA.

Are these the only examples of second division boundaries cutting
international boundaries?

One other similar situation come to my memory is the Hala'ib Tringle on
Egypt Sudan (http://www.nicolette.dk/borderbase/country.php?country=43)
