ah so
then maybe it is just a state of the art indian reservation

but then why would the state of the art eskimo reservation of
nunavut territory have been so differently consituted


the washington post questionnaire btw was easy to trashpass
in case that stopped anyone
& in fairness to your namesake
the article does give the distinct impression of equivalency with
nunavut

so i wonder why your canadian government source is lowballing
this aspect
as i believe you do rightly interpret it to do
