says that the boundaries follow "the middle of the two streams."

Is this meant to say that the boundaries are median lines, not thalwegs? I know
that a fluvial boundary typically implies the thalweg, but sometimes a treaty or
other delimitation specifies the median line instead. I live eleven miles from
a USA state boundary that is the median line of a river.
