Even with the correction, I disagree, citing again, my Michigan
example in my previous message. Do you consider the French island of
Corsica to be an exclave of motherland France? It is only connected
to the motherland by water (albeit international waters, meaning one
must leave France).

How about Ceuta? It's not on Brendan's list of exclaves of the world,
but it is Spain reachable from the motherland only by water, again via
international waters requiring one to leave Spain.

How about the Isle of Man in the Bristol Channel, between UK and
Ireland? It's reachable only by water, and without leaving British
territorial waters. How about Northern Ireland, reachable through
international waters and by land from the UK via Ireland, but only
after leaving international waters?

Point Roberts? Is that a "pene-. It seems the closest to the St.
Martin situation, it's Accessible only by land from the US via another
country but also from the US by water without entering Canadian waters
or leaving the US waters. I never defined Pt. Roberts as a "pene-",
because it's no different than the geography of Upper Michigan except,
again, in the size relationship of the "little one to the big one".

As I think through this, maybe we need a more precise definition of
these "detached land appendages".
